Mr. Chamberlain King had some doubt in the absence of proof that any offence had yet been committed in Hong Kong in connection with those revolvers and ammunition so as to render them liable to be forfeited to the Crown under the Hong Kong Ordinance 35 of '96, and had some doubt as to whether action was practicable beyond refusing a permit for export. A further letter was addressed to the Board of Customs asking for further report on this matter.
